A mistake.
Not the first time I've seen this by a manufacturer.
That's why the truck engines that are holding 10 qts can smoke and "use oil". The crank scraper can't do much when it's overloaded.
Neither can piston rings.

The info in their manual is wrong too. 10 U.S. qts/liters is too much.
