Nope...They are on the left inner lane and switch to the right inner lane...The cop was on the left outer lane...So they are not on the same lane...

He was impeding traffic...If he was going with the flow of traffic on that lane, he would be moving faster...

That is due to it being a Reef Tank...You usually want to keep your bioload low...Meaning a lot less Fish than the tank is capable of supporting...

The fish and corals would have to be Fedex first, overnight(Some fish stores will hold them for you), then I would drive down and pick up the rest...
