What oil should I use? And where do I get the new oil filter that has viper stamped on it? Is this the filter I should be using?

In the warm months something thicker, say 15/40 or so, in the colder, well it never gets cold where you are at but say 5/30

I would not use any oil that has the API-SM specification. That spec is for emissions and economy, and does not protect your engine as well as the API-SJ spec. Since you do not have cats, I would steer clear of it. The brand is your choice and I would stick with the factory recommended viscosity.
