It sure appears to be . Crappy paint job and wrecked .. suspect it may have been stolen and cheap painted to hide the fact ..
look up the vin on the Registry or contact @ViperJeff and see what he comes up with !

Even the exterior pant has come off in places and the door jams yellow ..
