If you are talking about the small one going straight down, it's for the cruise control. Yes sir, all of those are vacuum.

Vacuum line, I broke mine so I reinserted it into the rubber t fitting and used a small black zip tie to secure it in the t, been fine since last year.

Moneypit is correct. It's the vacuum to cruise control.
