When you blow those tubes, turn your air pressure real low. Also, with the sun roof, make sure it is adjusted properly. Mine was leaking at the A pillars, turns out the slider was out of adjustment.

To take off the tank you have to remove the pump from the engine. The foaming is a sign of two issues, over serviced and air in the system. The fitting that goes in to the pump is tough to install as you have to fight the spring pressure in the pump. Like Scott noted, it is possible the o-ring...

If I understand the SCT tuner, the vehicle it was on should be returned to stock so the tuner can be used on another vehicle, provided it has not already been used on 3 vehicles already?

It looks to me like the cap is tall enough to clear the studs all the way around. These should work.
