Doesn't the PCM have to be programed specific to the serial number of the vehicle it goes into?

I am very interested in this. All though I had my heart set on an SCT from Roe Racing this price seems really good even if I have to pay to have my VIN installed. Does this get rid of the torque management, and change the fuel and timing curves? I don't know a whole lot about this since I have been reading so much about the SCT. How come your selling it?
