PCM issues?

Hoping someone here can help me. I have an 04 with 62K on it. When I fill it up I almost always shut off the motor to do so. Lately when I restart the engine, the fuel gauge doesn't move to the full mark, it only goes to about 3/4 full. After driving and shutting off and restarting a couple of times, it will go up. A second issue has also came up at the same time...my cruise control doesn't work. The cruise light on the dash comes on when I hit the on button, but nothing when hitting set or resume or any combo. This also seems to come and go. Where do I start? Thanks in advance for any help, and please take it easy on this newbie. Lol

There is a vacuum hose that follows along with the Cruise control cable. it is probably cracked or broken. Very brittle hose!!
