Probably won't make a difference unless its specifically tuned for open exhaust.

I have a qc with elec cutouts. I haven't dynoed it to see but have done some testing and with the cutouts open, I noticed a little more tirespin and a shitload of noise. Could be all in my head ( it prolly is). Unless your a high hp app cutouts are just noise makers.
