Breather lines?

So changing from the Volant back to stock. I noticed there is what looks like a line or breather coming from near the throttle body to the tube across from the temp sensor, there is a hole for it in the tube. I guess when the previous owner installed the Volant he cut the line? There's about a inch of rubber tube on it but that is it? What line is this and is it bad its not connected? How would you connect it back to the stock tube after I buy a new line?
