Thats not part of the cup holders it looks like it is i think they just needed something there to cover shit up.

I installed a center console (covered the shifter hole) but the parts can't go all the way under the dash (about one ") the joint of the cupholders seems to be in the way leaving a ugly opening below the cigarette lighter...therefore i was thinking about this "handle".
