Engine rebuild / problem, need help

I have an issue during a rebuild of an 2004 engine.
Unfortunately there is something not fitting correctly.
Any ideas, if i have the wrong part, or ???
Any help is appreciated.

Spray or soak the neck with some oil and try to rotate the collar :dontknow:
