yeah the 3 lil recesses that are on the factory bumper... at least they were there on mine but i never put it on. Once u screw it in once the holes will be visible if its removed!

In Texas it depends on who pulls you over, it has to be visible from a certain distance blah blah blah... If they want to they will get you for whatever they want.
