Headlight adjustment??

When I removed my old headlights both lower adjusters were broken off, I put on my new black ones that have all new adjusters but nothing happens when I try to adjust. Is there a special thing to do to make them work:dontknow:Thanks

The adjusting screw is underneath the plastic flap next to the 2 mounting bolts on the headlights ...
