National chain banks won't give loans under 2500, at least fifth third and hunnington in which my best friend works for...credit union will help get you approved for a credit card if its under 1500, not a loan..

I've worked for one of the top 5 "national chain banks" for over 35 years, but that obviously doesn't make me an expert.

I defer to your best friend that works at one of the less than top 5 "national chain banks". A credit card is a revolving loan and if used properly can effectively be used to establish good credit.
