Get a free hosting account somewhere. A lot use photobucket.com Once you have an account just upload your picture. Once the picture is uploaded there will be 3 boxes under the picture. The bottom box is the "IMG" box. Copy the link that is there. Open up user CP over here and go to signature. Paste the link into that box and you are done.
