I don't think it would hurt the metal at all, but I would not powder coat the acorn surface that contacts the wheel...if the powdercoating comes loose it could casue the lug nut(s) to be loose...IMHO.
it will flake when you tighten them with am impact the coating is softer than the metal and the metal on the nuts is just a sleave over the hardend nut
Ya the baking process dosent hurt them, but they will look like shit after there impacted on. My powder guy has done some they look great right out of the baker but after that?? + they will charge proly more than a set of new anodized ones would cost because of the prep work on such a small item. And one more thing all it takes is a small ammount of powder to get inside the threads then you will be running a cleaning tap in them. I would stay with chrome! Or look into a set of anodized lugs which might not match the color of your freshly powder coated wheels thats a trial & error thing.
I would powder coat them (other than the mating surface) then use the sockets below on them with a cheater bar and (like Silverback said) never let any one touch them with an impact wrench...I think that would work just fine actually.
