Power Steering Cap (vent)???

Just got my truck serviced as I was getting a leaking upper line leading to my power steering reservior...
The service tech said that it most likely was caused due to pressure not being released from the power steering cap due to me having a billet cover on my PS cap... (I gave him an odd look) He showed me the power steering cap and there is a pin sized hole at the top of the cap. I got the cap out in the sunlight and it doesn't appear to go anywhere...
Is the service guy full of crap???

Maybe not, if it has a hole on the inside top of cap it is vented.

Could be true, but boy, if it is vented why is there so damned much pressure being released when I've popped the factory cap on mine?:dontknow:
