US telephone SIM cards info

I remember last time I went to USA, I got a T-mobile SIM card, but it wasn't a big deal since I paid roaming on incoming calls.

What's the best Telephone Co. offering a SIM card for receiving (and even placing) calls in the East Coast without paying roaming?

Well, I've been in telecom for a long long time but never directly in the cellular end of things. My suggestion though on cellular service would be go with the incumbent RBOC (although it pains me to say that), they always have the best coverage and quality IMHO. In this case I would highly recommned Verizon, it probably won't be as cheap as some, but it will work better than most.
