Vin track info? Is it possible/leagl?

I have the vin to the previous owner of my SCT that is VIn locked...the vin is in the SCt and I can read it. I wanted to know if anyone has capabilities in searching the vin to find the new owner in hopes of explaining to him my situation and possibly saving me an uneccessary $150 to send to SCt and unlock?

Yeah, dealer can look it up...dang, forgot who it was here that works at a dealer.. .........you might also try googling the SN...I have found info doing that..
