Weird or I just never noticed it?

So I jumped in truck to go and was joking with the little kids and noticed I can shift gears with the key in the on position but not started.... I know my last truck that never happened.... I'm 99.9 percent sure that's not suppose to happen. What gives? Tranny was just serviced, guy said it looked great? Have I never noticed it did that?

Yep, when I plasti-dipped my wheels this is how I rolled my truck back and forth to make sure I didnt miss any spots. Normal.
