Wheel question...

What do they call those rims that rock? They are kinda like spinners but they don't spin all the way around. They just rock back and forth maybe an inch on each side. When the vehicle is in motion, the outside piece doesn't move.

NOTE: This is not regarding my truck nor anything else I own.
