somewhere. But for some reason i can't remember for the life of me who he
is. Does anyone have his contact information? website? anything?

You might be referring to Performance By Joe (also known as PBJ Performance) in St. Louis. It's owned and operated by Joe Donovan. He's one of the best Viper builders in the country.
