I have one from Justin removed it to put this one on, just like the look of the factory piece better and not concerned with it not being flush.

Yep, according to the police dept. that issued me the 30 day warning to fix it mounted. The office who inspected it said "it's visible and securely mounted to the of the vehicle" just like the book states.
