KBB for an 06 is ~26. I got more than 21 for my 2004 in trade a couple months ago.
It's possible at 21 they're not interested in putting it on the lot, but rather trying to dump it at auction or dealer trade it for something else. I'd pick another dealer. Especially if they're marking up a 392... which is not hard to find anymore.
