What you want to do is illegal and I'm sure they don't want to get caught up in any of the consequences. I'm not sure it's even worth the hassle. But you could theoretically buy cat less mid pipes and have two tunes and swap the pipes and tunes when it's time for inspection.
No clicking, just the usual belt chirp. Bought a new pump from Oriellys, no pulley listed in parts book. I put the pulley on myself, but shouldn't be much to change out pulley for you.
I see no benefit of the nicer pulley, you can't even see it. Yes your old pulley has to be pressed off and the new one pressed on. A shop will have the tool for that. While you are in there might as weep replace the ps lines. If they are not leaking, they will.
The drivers trigger the ground to complete the circuit. These trucks have been know to burn the bundle of wires behind the passenger side manifold. You could unplug the PCM and check the #6 injector wire to see if the are shorted to ground. Remember, one wire to the injector is hot all of the time.
