Theyve been doing that for as long as Ive lived here ,, It started with only 1 house .. its a dangerous road with crashes all the time but parents and kids always go there for the potions and candy ,,, They crank up music on the witching night also ...
As for Christmas they dont do that !

Those 12' skeletons have really taken off in the past few years....I've seen some interesting year round use. Someone in my neighborhood has one up year round and dresses it accordingly.
