Amount of senators? Or was it term length for senators? Oh and Woodrow Wilson was commander in chief during dubya dubya 1... He was a pacifist just like his secretary of state. Wilson thought being neutral was best because he felt this was a nation of immigrants and; therefore, would cause great division within our nation.

it was the amount of senators....couldnt remember if it was 2 senators or 2 congressman from each state...i ruled out the Roosevelt's and had to guess on the harding or wilson....not too bad really!
