Part of it is the fact that manufactures use it as advertizing. They sometimes alter the numbers a little bit make it sound better.

Or it could be that since 505 cubic inches comes out to 8.275467 liters, that they just rounded it up to 8.3 liters. Once again, it's marketing.

(Bore x 2) x stroke x cyls x .7854 = cubic inches

(4.03 x 2 = 16.2409) x 3.96 x 10 x .7854 = 505.121873256 cubic inches

CI to Liters = 505.121873256 x .016386 = 8.27692701517 liters

So I would say you are correct in that the 8.3 L is rounded..
