Drain ?

What is this pipe for?
Shouldn't there normally be a drain there?
Does anyone have a diagram of it?
This is because the water that comes out comes on my exhaust and gives off an odor in the interior.

Should be longer to drain water away from the hot bits and drop it on the road so the ford truck behind you loses traction
