I think this is actually a federal requirement. I could be wrong, but I think I am right.

yes it is normal... NHTSA requirment... every vehicle does... you can hold the high beams on by pulling back but not all the way and the fogs will stay on.

Geno's Garage carries a thing called a Brite Box that will allow you to still burn the low beams along with the high beams and your fogs all at the same time. It's a little pricey but here it is.

Or the Fogster that just keeps the fogs on with the high beams.
