It was actually my call. Under the rules, there is nothing that says any vendor, member or other can't own and operate their own forum. There is also no rule that says someone can't poach members to populate their own site. There has to be good cause to ban someone and to ban for life (other than a Shaggy banning someone), it will be discussed.

Poaching members is not allow period. Its doesn't even have to be in the forum rules. Its common sense that poaching members is a no no.
