After viewing the photo for a second, it really looks like a contrail from a passenger plane. a really common sight here on the west coast.

the path of the plane creates an optical illusion, it is coming over the horizon, I am guessing Hawaii or Australia.

Yep, just a freaky optical illusion.... It was a jet liner coming over the horizon. The Helicopter that took the picture was in the air (not sure how high) and created the optical quark.

I've seen lots of "missiles" launched when I lived so close to NASA. It certainly "looked" like a missile/rocket launch, but not quite. The plume was too small and the object at the end wasn't going fast enough in the video.
