"WASHINGTON — President-elect Barack Obama is urging Congress to postpone the Feb. 17 switch from analog to digital television broadcasting, arguing that too many Americans who rely on analog TV sets to pick up over-the-air channels won't be ready.

In a letter to key lawmakers Thursday, Obama transition team co-chair John Podesta noted that the Commerce Department has run out of money for coupons to subsidize digital TV converter boxes for consumers.

People who don't have cable or satellite service or a new TV with a digital tuner will need the converter boxes to keep their older analog sets working.

Obama officials are also concerned that the government is not doing enough to help Americans — particularly those in rural, poor or minority communities — prepare for and navigate the transition.

In 2005, Congress required that broadcasters switch from analog to digital broadcasts, which are more efficient, to free up valuable chunks of wireless spectrum.

The newly available room in the airwaves can be used for commercial wireless services and for emergency-response networks.

Podesta's letter went to the top Democrats and Republicans on the Senate and House Commerce committees. Because Congress set the Feb. 17 date, it would have to pass a new law to postpone it.

Obama's request for a delay is a victory for Consumers Union, which had asked for a postponement of the digital TV shift.

"We are extremely pleased the incoming administration is supportive of consumer efforts to ensure that the poor, elderly and rural consumers do not face economic hardship as we move broadcasting to digital transmission," said Gene Kimmelman, the group's vice president for federal policy.

The Obama team decided to push for a delay after the National Telecommunications and Information Administration, an arm of the Commerce Department, said Monday that it had hit a $1.34 billion funding limit set by Congress to pay for converter box coupons.

The coupon program allows consumers to request up to two $40 vouchers per household to help pay for the boxes, which generally cost between $40 and $80 each and can be purchased without a coupon.

The NTIA said it had no choice but to start a waiting list for coupon requests as of Jan. 4, meaning that consumers who applied after that would be unlikely to receive their vouchers before Feb. 17. Congress would need to step in with more money or new accounting rules to get the program back on track.

In his letter, Podesta said government funding for both the coupon program and educational efforts for consumers is "woefully inadequate." He said Obama plans to include resources to help consumers through the digital transition in the economic recovery package now being developed with Congress."
 
hosre crap...switch it over and be done with it. how can we take our coutry serious, we need bailout money to go to HD????
 
Too many of his voters will be left without TV. That's all there is to it. His medium of communication with his constituents is TV. He will be cut off from his voter base. Just like Bush took office and used his power to avenge his father against Saddam, Obama will use his power for his own purposes. I suspect we will be sending a lot more aid to Africa and similar countries this year. Instead of spending Billions in Iraq, we will be spending it where ever Obama thinks we should. Brace yourselves folks. The $#!t storm starts soon.
 
haha, he wasnt even in office yet when congres orginally set the date...too bad for them...3 years and they cant plan ahead, its just plan REDICULOUS, like his blackberry
 
I see no reason not to postpone this. Who does it hurt and how does it hurt them to do so? Now the flip side of the coin is that a lot of poor and elderly citizens will lose the ability to get a little pleasure from watching network tv. Why is it even a question, based on the information in that story at least this is a no-brainer.
 
Just do it already.
My only problem is that living in FL, durring hurricane season everyone has those cheap $20 black and white TV's. When storms hit, your watching that little tv to see whats happening. To purchase a new digital Tv your looking a hundreds of $$ for that emergency tv. They need a plan to broadcast on a particular channel durring an emergency.
 
Flip the switch. I will feel sorry for the elderly but everyone else needs to find something else to do with their lives other than watching TV anyway. Have them get a job so they can make the $80 to pay for the converter box. No jobs? Set up a lemonaid stand, rake leaves, wash cars, pick up cans on the side of the road..........

If these people had put 0.50 a month aside since this conversion was announced they would have more than enough for one of these boxes.

I say if anyone did not prepare, TV is not important to that person, and in any event it Damn sure isn't Governments place to waste even more of our tax money on those things.

What next Nintendo's?

Just one more thing the Government has to get involved in where they shouldn't be. Control, control, control. It's not like they haven't been broadcasting that they are switching for over a year now.
 
My goal this month is to read the Bill of Rights and the Constitution. For some reason I am on the hunt. A couple guys that I work with have bought a pistol and they had to to ask the skipper if it was okay to have the pistol in their house. (Seems Un-Constitutional to me.)....BTW, neither of these guys live in Base Housing. So why do they have to ask? Even if they did live in Base Housing, why do they have to ask?

All AMERICAN citizens have the right to "bear" arms, right? Why is the Military any different? Hell, you would think the Gov't would rather us own them than anybody else....but, this is not the case.

T.V. or Guns...either way, it's just another form of Gov't control. I usually dont have a problem with this but there are certain things that just get me...

One is T.V. and the other is weapons....

That seems like a great point.. But like Supercar John said, there's still radio.. I wouldn't be the least surprised that one day the gub'ment will decide there will only be XM radio..

There's plenty of people with jobs that don't have $80 laying around for extras, it goes to feed their kids or buy their medicine or keep a roof over their heads.

I'll ask one more time, who does it hurt and how does it hurt them to postpone this? Can anyone answer that question?

And the reason the government is involved is that these are public airwaves, which leads me to reason that the public should have access to them.

I bet if the government came and said it was gonna cost you an extra $80 tax to shoot your guns this year a whole lot of you would be bitching about that.

It's all different once you sign your name on that dotted line Kris. Hell, guys aren't even allowed to have motorcycles on some bases. In a lot of places only NCO's are even allowed cars.

I understand that the military must keep good order, but just like everywhere else in our lives it seems they don't know where the line should be drawn.

I can't remember that old saying right now, something about those in the military fighting for democracy, not enjoying it.

I found out that the Government ran out of the discount coupons and therefore want to postpone the coversion until they can do something about it.

Uhmmmm....the Government is doing just fine driving the cost of ammo up. I'd be happy if it only cost me an extra $80. And yes, we are bitching about it.

First of all, the government is not driving up the price of ammo, that is nothing but greedy pricks who see an opportunity. You have every right to be pissed about that, but you should direct your anger at those that are truly responsible. Unless I'm wrong and there has been some direct government involvement with the price increase, of which I am not aware of.

And you are correct that it has to do with the coupons. They can't afford to send out the coupons right now, because the banks and auto manufacturers have all the cash.

Like I said, who will this hurt to postpone this?
 
With the Government making noise about encoding ammunition which will allow them to know how much and what caliber ammo you are buying, it is driving up demand for current unmarked ammo and therefore the price (the old supply/demand thing). So although they are not directly increasing the price, They certainly have a hand in it. Oh yeah, once they do start encoding the bullets, it has been said that they will go up 5 cents a round to cover the encoding process and to cover documentation etc.

And as far as the postponement, I don't care if they ever change over. I've got Dish Network so it doesn't affect me.
