power steering question

I have a 99 VW polo (european version of the jetta) but my question can refer to any car with power steering. When in park and I turn the wheel, I noticed that the pulley of the power steering pump will stop/lock up and then the belt squeaks b/c the pulley is no longer turning with the belt. This also happens whenever I am turning at low speeds.

Is this a sign that the belt is bad, or is the pump bad?

I also noticed that the belt doesn't look as tight as it could be; could a loose belt be the culprit?

This happens to me in the 10 every now and then. Seems like it is when it is cold or wet out, which is just about every day here in Seattle. Only when I back out of my parking spot at work early in the am. Condensation on the pully or belt? Never had it happen when i am driving just when i am backing out.
