I don't know if you can decline to swear in without religious text or not. I read the article differently then your interpretation. I understand it to mean you can use a Bible, you can use a Quran or you can use another Holy book of your faith. You'll be tared and feathered if your lucky. There are churches out the wazoo in the bible belt. Which just goes to show the many different interpretations of the same book.
