What do you think of this?

Do any of you world travelers out there know which European country this is?

Years ago I was told of a country in Europe that you could leave your belongings fully exposed in your car and it would be there when you returned.

She said the only difference was that over there if a person commited a crime they may very well get probation for a first offence, but if convicted of a second offence, they would have to serve every minute of the first offence before serving the second offence which would be at least twice as long as the first with no parole.

Whats next sharia law, I did not see any of the citizens speaking up, only public officials, My experiance it is just some power hungry asshole using the poor as an excuse to abuse his powers. It is marshall law and I thought only a governer or higher office can declare it but anyway. I don't feel sorry for anyone anymore the people who really want to get help have every resource at there disposel, but they are to F%$^$ing lazy to use it, you or I on the other if we need help we screwed, Also they allowed that situation to happen I am sorry I know plenty of neighbor HOODS on the southside of chicago where the citizens take and took back there blocks they did not give away there freedom they fought for it. Yes us military guys are here for war and to protect out country from enemies foriegn and domestic and "The tree of liberty has to be refreshed from time to time with the blood of patriots to keep our freedom. I am sorry I take the constitution to heart and without it we would not be on this site. I have been to alot of countries that claim to be free, almost 95% of are allies, claim to be free but this is truly the Only free country in the world. Before we start giving up our rights to assholes who want more power we need to reach down and grab ahold and fix the situation ourselves if the police need to be involed then do so on your terms. Because even as innocent as runnin to go get more beer after a double shift and you get stopped by the bs curfew and you had 3beers just enough to blow a .081 are you not then a victim of your own circumstances we have to think of the most mondane circumstances before we give away our GOD givin liberties and whether militarialy or civilian world each citizen has there duty to protect the laws we live by not run and hide, maybe thats why the youth of america is the way they are. For my Christian brothers that would be like Yeshua(Jesus) running and hiding in gaul or britania instead of fullfilling His Glory. IMO

I live in a neighborhood where I can and have left my doors open. I even parked my truck outside for weeks with the keys in it unlocked. Sort of hoping it would disappear hehe. The ins. co. would've given me more than I sold it for. Needless to say it didn't get taken. I love my 'hood. I wish all of you could live in such a nice place. And no, it is not a gated community or some remote weird place or a rich area. It's upper middle class but not rich. I'm in the city but out of the way enough that most people don't know about this neighborhood. We even have a Memorial Day parade and party all weekend every year. Do your homework when house hunting and you can find "Mayberry" in the good old US of A.

Um, the citizens of the community want the violence drug dealing and shootings stopped at all cost. OK, they got it. Those "citizens" complaining STFU. If you don't like it move.

I say shoot the crooks and f**k the bleeding heart liberals that worry about their God Damn rights, and if they don't like getting f**ked shoot them f**king morons too.

Now back to regularly scheduled programming...:D

Man, I'm glad I read your post, I thought this WAS in the offensive section...

Did any of y'all catch the news last night about the neighborhood that thugs were encroaching on?

There was a huge difference in the reaction by the residents of this neiborhood and the one in Bob's post.

This group rose up and are doing ARMED patrols and there have been no assaults or violent crime since. Also there is no curfew and the police are free to work elsewhere. Add's new meaning to "neighborhood Watch"! The police don't like it(of course) but there is nothing they can do about it.

The people in Bob's example and most of the places in this country that seem to stay in perpetual poverty are products of the socialist/Democrat,"the government will give you everything you need" mentality.

I don't know what country that is but from what I've seen in Norway, front doors are literally left wide open the entire night during the warmer weather season (between June and July). Children walk around at all hours unsupervised; I'm talking about ages that we would deem inappropriate to be alone. Cars aren't broken into. Everywhere I go my laptop is sitting in what's clearly a computer case in plain view on the front seat and never is my car tampered with. I wouldn't see half of that happening in Houston, or anywhere within the US I am familiar, without a negative result. That is the only part (other than the landscape and blonde babes) that I miss about this place when I leave for home.

It's good to see that a neighborhood has enough members to band together and take back their community; my hat is off to them, no doubt. But the impoverished communities of Helena - West Helena probably don't have any or enough that are willing to fight. It takes more than just a few to accomplish this task. It also takes supplies like weapons. These essential resources probably aren't abundant or available at all to them. And again, I am certain many of them cannot afford to move. It's just a terrible situation.

Hell I'd give them some Damn guns if they would promise to use them and not trade them for booze or dope!

Sadly booze and dope seem to be two of the four food groups to them AND part of a nutritionally balanced breakfast. Those choosy moms choose CHEEBA! But really probably their liberties should be suspended pending clean up since it seems these people don't know how to do good on their own. It should start with a tube tying program as an effort to slow multiplying in that region until they get a handle on reality. Pictures of that cheating girlfriend remind me on how these people probably are.

THAT REALLY DIDN'T MEAN SECURITY IN THE PHYSICAL SENSE IT WAS IN THE SOCIAL ECONOMIC SENSE BUT THAT IS ANOTHER DEBATE ALL TOGETHER1 :)

YOU FIGHT FIRE WITH FIRE, WHY SHOULD A PEACE OFFICE GO INTO A GUN FIGHT WITH ONLY KIND WORDS AND THE LAW ON HIS SIDE.

IF YOU AIN'T DOING NOTHING WRONG NOTHING WILL BECOME OF YOU, MOVE OVER AND POINT OUT THE BAD, THEN CURFEW IS LIFTED NO MORE PROBLEMS.

********************************************************

HELENA-WEST HELENA, Ark. — Officers armed with military rifles have been stopping and questioning passers-by in a neighborhood plagued by violence that's been under a 24-hour curfew for a week.

On Tuesday, the Helena-West Helena City Council voted 9-0 to allow police to expand that program into any area of the city, despite a warning from a lawyer with the American Civil Liberties Union of Arkansas that the police stops were unconstitutional.

Police Chief Fred Fielder said the patrols have netted 32 arrests since they began last week in a 10-block neighborhood in this small town on the banks of the Mississippi River long troubled by poverty. The council said those living in the city want the random shootings and drug-fueled violence to stop, no matter what the cost.

"Now if somebody wants to sue us, they have an option to sue, but I'm fairly certain that a judge will see it the way the way the citizens see it here," Mayor James Valley said. "The citizens deserve peace, that some infringement on constitutional rights is OK and we have not violated anything as far as the Constitution."

The area under curfew, in what used to be a West Helena neighborhood, sits among abandoned homes and occupied residences in disrepair.

White signs on large blue barrels warn those passing by that the area remains under curfew by order of Mayor James Valley. The order was scheduled to end at 3 p.m. Tuesday, but Valley said the city council's vote would allow police to have the same powers across Helena-West Helena.

Among the curfew operation's arrests, 10 came from felony charges, including the arrest of two people carrying both drugs and weapons, Fielder said. The police chief said the officers in the field carry military-style M-16 or M-4 rifles, some equipped with laser sights. Other officers carry short-barrel shotguns. Many dealing crack cocaine and marijuana in the city carry pistols and AK-47 assault rifles, he said.

"We've had people call us, expressing concern for their children," Fielder said. "They had to sleep on the floor, because of stray bullets."

Fielder said officers had not arrested anyone for violating the curfew, only questioned people about why they were outside. Those without good answers or acting nervously get additional attention, Fielder said.

However, such stops likely violate residents' constitutional rights to freely assemble and protections against unreasonable police searches, said Holly Dickson, a lawyer for the ACLU of Arkansas who addressed the council at its packed Tuesday meeting. Because of that, Dickson said any convictions coming from the arrests likely would be overturned.

"The residents of these high-crime areas are already victims," she said. "They're victims of what are happening in the neighborhoods, they're victims of fear. But for them to be subject to unlawful stops and questioning ... that is not going to ultimately going to help this situation."

The council rejected Dickson's claims, at one point questioning the Little Rock-based attorney if she'd live in a neighborhood they described as under siege by wild gunfire and gangs.

"As far as I'm concerned, at 3 o'clock in the morning, nobody has any business being on the street, except the law," Councilman Eugene "Red" Johnson said. "Anyone out at 3 o'clock shouldn't be out on the street, unless you're going to the hospital."

The curfew is the second under the mayor's watch since the rival cities of Helena and West Helena merged in 2006. That year, Valley set a nightly citywide curfew after a rash of burglaries and other thefts.

Police in Hartford, Conn., began enforcing a nightly curfew for youths after recent violence, including a weekend shooting that killed a man and wounded six young people.

Helena-West Helena, with 15,000 residents at the edge of Arkansas' eastern rice fields and farmland, is in one of the nation's poorest regions, trailing even parts of Appalachia in its standard of living.

In the curfew area, those inside the homes in the watch area peered out of door cracks Tuesday as police cruisers passed. They closed the doors afterward.
