What pulley is on the bottom of the engine?

Talking about pulleys, do they all look like crap? The underside of my truck is super clean, but my pulleys look like crap. They have some nasty surface rust on em.

Just for reference here is what my pulley looked like when it started to losen up. It just got worse from here but i don't remember there being any noise other than a squeaky belt.

Lol. If it is a piston or something serious I'll fix and get rid of the truck. I dint need problems like that and I don't even have power adders on it yet. I'm about to start my task of belt changing and possibly pulley too
