Rev limiter? Does it limit the revs all the time or only in neutral?

Got a 2006 QC. Just discovered that when in neutral trying to rev up the engine, it starts behaving odd around 4 300 RPM. It starts "blubbering" and refuses to go higher that 4 500! Wierd?!?! Car has 2 500 miles on it and only mod so far is a K&N cold air setup, could that be the cause...
