I understand completely about your high altitude concerns. We have 6000+ footers on a regular basis here that kicks the crap out of performance.
At that (density) altitude, you will be down a whopping 21% (or over 100 horsepower in a relatively stock Viper engine) compared to what it would be at sea-level.
I was listening to the bitchin' at the local track last weekend. Some of the guys were off nearly a FULL SECOND through the 1/4 mile from their sea-level numbers.
Many of the Vipers here run low 13s; same as the Z06s...
So, throw another 100 horsepower into it and it will be fun where you live in Denver and a total blast at lower altitudes.
I don't know what your budget for this is but like Stinker said, nitrous is an option. Maybe not the best option for you, (I don't know), but it is an option that works.
Lots of ways to go here: Heads & cam, gears, tuning was all mentioned and it all helps.
It is more costly with these trucks than most performance projects and you will be surprised how the costs just seem to climb.
