I'd like to say YES on the Loctite.
Once you drill the brass out large enough (start with a small drill), you can try to split the "tube" that's left and it will drop out.

Got it, will advise how it turns out
 
Alright guys, I was able to complete the install finally. Thanks to having a machinist for a neighbor, he took the broken bolt out and it took about 2 hours to tidy everything up. I had a 91 tune from Venomous1 also, this thing moves now!! Thank you everyone

It looks nice and shiny!
If you want to make the intake clean(er) :),
some kind of spray soap works well. Don't use a solvent as it is a very light powder coat and I've seen solvents and hard rubbing take it off.

Would dishwasher or car wash soap work? I've been meaning to clean, gets dirtier every time I work around the engine
