Just wondering if there are any questions or concerns that makes people hesitant or are delaying there registry for one particular reason or another

I agree with you/it. But, lets not kid ourselves here. The reason for the door sticker is that quality. If a truck is sold, traded, or maybe even stolen, the registry number will always be the same for that VIN.... Quality

Once again, you asked for opinions as to why it's low and I feel this plays a part in that, that is all.
